This article explores the urban landscapes of two cities, Moscow and St. Petersburg, mainly focusing on monuments dedicated to Peter the Great. Tracing the history of monuments to Peter and their mythology, the article compares Shemiakin’s Peter in St. Petersburg and Tsereteli’s Peter in Moscow, both of which provoked controversies after their establishment. Regardless of their aesthetics and public acceptance, each monument reflects the transitional period of the 90s in their respective cities. While Shemiakin"s challenges the cultural perception of Peter and the concept of a monument, Tsereteli"s continues and strengthens traditional monumentality to an unintentionally ridiculous degree.
Entering the 2010s, characterized by the rapid development of neoliberalism and growing dissatisfaction in Putin’s regime, city authorities have taken a more complicated approach to public space, especially in Moscow. An imposing, authoritarian monument has been established for Vladimir the Great, a mythological figure newly adopted to symbolize the current regime. Yet the monument has also been accompanied by the creation of beautified public parks and streets at the center of Moscow that provide pedestrians with a sense of freedom and democracy. The components of this space work together to create a 21st-century Moscow that projects having caught up with global standards under Russia"s state-led neoliberalism.
