The major purposes of this study were to develop a CAI for practicing Web Based oscilloscope simulator and to identify the effect of the CAI for the students. Subjects were 151 technical high school students enrolled in 5 hours oscilloscope operating practice classes. The class evaluation and examination were used as the instrument. The major findings of this study were as follows: 1) In the course of using the Web Based CAI, the students could practice the oscilloscope simulator operation at any place and at any time and could practice the simulator operation on the internet without any problems. 2) The students who utilized the Web Based Simulation CAI could shorten the time of practicing the real oscilloscope operation in school electronic laboratory. 3) The students who had learned the lesson with the Web Based Simulation CAI showed statistically higher learning abilities of the lessons than the students learned through the traditional laboratory only method. 4) The attitude of learning the oscilloscope operation lesson unit is different each other between the group who had applied the Web Based Simulation CAI to their laboratory lesson and the group who had just applied traditional laboratory lesson. 5) In a sense of an average score of the attitude for learning the oscilloscope operation lesson unit, the Web Based Simulation applied group had higher attitude score than the non-simulation-applied group had. That means that Web applied group had more positive attitude toward learning the oscilloscope operation lesson than the other group had.
