The purpose of the present study is to prepare basic data against Japan’s Security Export Control. To this end, we derived the core basic data to be used in establishing future countermeasures by conducting detailed analysis and simulation on the items that Gyeonggi-Do firms imported from Japan.
Based on 2018 data analysis, Gyeonggi-Do"s share of imports from Japan(363%) is twice that of Korea"s(179%). Thus, Japan’s export control to Korea will have a big negative impact on Gyeonggi-Do.
We selected the Gyeonggi-Do imported items that are expected to be damaged under the Japan’s Export Control scenarios; 48 items against List Control and 155 items against Catch-all Control. In order to respond efficiently to the Japan’s Export Control, Gyeonggi-Do should prepare strategies for short, medium and long term respectively.
As a short-term strategy, it is important to support the costs necessary for the evaluation of materials and parts technology development, to support the R&D of small and medium-sized companies, and to reduce local taxes.
The medium-term strategy needs to attract foreign-invested companies with technology expertise, support for building test-beds for small and medium-sized companies, improve regulations on attracting investments, and strengthen the competitiveness of the materials, parts and equipment industry.
The long-term strategies are to create a cluster of materials and parts, cultivate experts in semiconductors, build a domestic production system for parts, promote investment in both Gyeonggi-Do and Korea, and support localization of parts.
