One of the most important issues in the future of the people"s Republic of China at present and in the future is the ‘China dream’ and ‘China model’. The important core spiritual and cultural construction plan here is the basis of the theory of socialist spiritual civilization construction promoted by the Communist Party of China since Deng Xiaoping era.
From 1979 to 1982, this paper puts forward the theory of socialist spiritual civilization construction, observes the process of determining the basic policies of the Communist Party of China and the people"s Republic of China, and studies the process in which the movement of ‘five talks, four beauties and three loves’ is selected as the concrete ideological movement and propaganda campaign plan to practice the theory of socialist spiritual civilization construction.
At the Fourth National Congress of literary and art workers held on October 30, 1979, Deng Xiaoping put forward the strategic principle of ‘grasping both material and spiritual civilization’ at the same time. In the 1980s, the leading group of the Communist Party of China headed by Deng Xiaoping had a profound thought on the propaganda work for the youth.
Deng Xiaoping stressed the need to adhere to the orthodox communist spirit represented by Mao Zedong Thought and Yan"an tradition. In the opening speech of the 12th Party Congress held in September 1982, the “theory of socialism with Chinese characteristics” in the opening speech of the 12th CPC National Congress was formally formalized for the first time. The article 24 of the general handout of Chapter I of the constitution of the people"s Republic of China, adopted on December 4, 1982, formalizing the theory of socialist spiritual civilization construction into the core policy of the people"s Republic of China and the Communist Party of China.
In February 1982, the CPC organized a mass campaign of ‘five talks and four beauties’ with teenagers as the object and ‘building spiritual civilization’ movement Politeness month campaign. At the same time, through the ‘three loves’ movement, which emphasizes patriotism, socialism and the love of the Communist Party of China, the ‘five talks, four beauties and three loves’ movement, attempts to restore the Chinese people"s propaganda work on the Chinese people"s trust in the Communist Party of China, which has been shaken since the reform and opening up.
