As of 2018, attention is being paid to the establishment of a festival-only organization to promote local festivals and play an important role in local tourism, focusing on rural areas. Currently, among the 226 local governments, the Cultural Heritage Foundation is established mainly in cities, but the Festival Foundation has established or plans to establish a festival-only organization focusing on farming and fishing villages in county units as local cultural policies centered on regional festivals are centered on cultural enjoyment projects. However, despite having to play an important role in the festival management of the early festival organizations established in rural areas, the performance evaluation as a local government-funded institution is evaluated according to the performance indicators implemented by the existing Cultural Heritage Foundation. While the Cultural Heritage Foundation mainly consists of projects for the enjoyment of local culture and arts and the spread of values, the Festival Foundation should implement the festival from the perspective of budget reduction, sponsorship, and direct management to upgrade local festivals to create the final outcome of revitalizing the local economy. In this regard, it is not appropriate to evaluate the performance of the festival management conducted by the festival foundation for one year with the performance indicators of the funded institution implemented by the Cultural Heritage Foundation. Thus, this study conducted empirical analysis of technical statistics, factors analysis, t-test, and ANOVA on 38 items to derive indicators of business performance that can be incorporated into festival-only organizations established or scheduled to be established in rural areas. What is noteworthy about the results of the study was that 13 items, including creative festival program planning, improvement of working-level festival workers" ability, mid- to long-term vision for festivals, establishment of a responsible management system for festival practitioners, and ability to cope with outstanding festival crisis management, were found to be essential and close to the festival foundation.
