This paper is written to assess the nuclear strategy of North Korea, which has nearly succeeded to have strategic nuclear weapons including Intercontinental Ballistic Missiles (ICBM) and Submarine Launched Ballistic Missiles (SLBM). For this purpose, it introduces nuclear deterrence theories, evaluates the objective, risk and capabilities of North Korean nuclear strategy and assesses the strategic concepts that North Korea could select.
As a result, this paper found that North Korea was in the course of transitioning from a crdible minimal deterrence strategy to a minimal deterrence strategy due to its near success in the development of ICBMs and SLBMs. North Korea could apply the triangular second strike deterrence strategy, as well. Regarding the nuclear posture theory of Vipin Naragn, North Korea seems to rely on the assured retaliation posture, but could use the asymmetrical escalation posture, too. Therefore, South Korea should strengthen its alliance with the US in order to make the most of the US nuclear capabilities and should reinforce its own deterrence and defense measures in order to defend from North Korea’s use of triangular second strike strategy.
