This study focuses on the conflict management capabilities of civic groups and the government"s conflict management capabilities. In terms of conflict prevention, civic groups" conflict management capabilities do not affect the government"s conflict management capabilities, but the government"s conflict management capabilities increase if the level of conflict occurs or the awareness of conflict management increases. Considering these results, it can be judged that the conflict management capability is recognized higher in terms of resolution after the conflict occurred rather than in the time of conflict prevention perspective.
In addition, the conflict management capabilities of civic groups and the government"s conflict management capabilities are established in complementary relationships, and these results suggest the need for a cooperative conflict management system.
