The Seoul Youth Allowance providing KRW 500,000 monthly per person for up to six months and is a very unique cash transfer program supporting youth transition to employment. Unconditional cash transfer for youth has long been a controversial issue under the concern that it may encourage young people to work less and waste unearned extra income. This study evaluates the causal impacts of the Youth Allowance on labor market performance. Using difference-in-difference estimation, we analyzed panel survey data from a treatment group consisting of 11,831 Youth Allowance participants and a control group consisting of 995 non-beneficiaries. This study identifies the significant treatment effects of the Youth Allowance on earned income and average hourly pay. Overall, the program participants have more actively participated in the labor market than the control group. This study is the first attempt to investigate the causal policy impacts of the Seoul Youth Allowance by applying a quasi-experiment model, and this study demonstrates that the cash transfer does not discourage work incentives and rather, increases young people’s success in the labor market.
