‘Korean Anti-Suicide Measures’ that takes into effect from 2004 to 2013 has never accomplished intended goal and even worse suicide rate has been increased. This study confirms that ‘Korean Anti-Suicide Measures for 5 Years’ and ‘The Korean Second Anti-Suicide Measures’ have crucial error when it comes to targeting the object of the anti-suicide policies. ‘Korean Anti-Suicide Measures’ claimed that aged 14-19 and more than 65 are high-risk group, based on the fact that suicide is top reason of death of aged between 14 and 19 and the rate per 100,000 populations aged 65 and older was 23.7 in 2004 that is 3.3 times bigger than the average suicide rate in Korea. However the teenager’s suicide rate from 2004 to 2013 was less than 10 people per 100,000 populations and it means that this age group relatively less risky compare to other age groups. Also, by using mathematical formula, this study concludes that the older aged groups’ suicide rate per 100,000 populations have more bias compare to younger aged groups’ one. Thus, the Ministry of Health and Welfare of Korea has used inappropriate the data. For the purpose of figuring out the problem of ‘Korean Anti-suicide Measures’ this study finds out the number of suicides by generation. And the generation that was born between 1959 and 1963 consists of huge part of suicide commitment in terms of its number. It required identifying suicide-causing factors and suicide-reducing factor to establish appropriate anti-suicide polices.
