The purpose of this study is to examine the mediating effect of organizational fairness in the relationship between shared leadership and emotional organizational commitment of local government officials. Shared leadership means that all members, not a single leader, influence each other by performing distributed leadership. It pursues a more horizontal organizational system. As a number of bullying issues in organizations have recently occurred, the public sector is also trying to establish a horizontal organizational culture, which is presumed to be related to the organizational fairness perceived by the members of an organization. In addition, it is expected that the emotional immersion of employees will also change positively in a fair and horizontal work environment. This study conducted a survey and analyzed 313 civil servants working in Namyangju city to find out whether this idea is correct or not. The result of the analysis shows that shared leadership of public officials in Namyangju City has a positive effect on organizational fairness and emotional organizational commitment, organizational fairness has a positive effect on emotional organizational commitment and that organizational fairness has a partial mediating effect on the relationship between shared leadership and emotional organizational commitment. This suggests that the spread of shared leadership within an organization can bring about positive effects. This study is significant in that it explores the possibility of shared leadership that can be used as an effective means of human resource management and organizational management, and that it provides theoretical implications in terms of organizational resource management. It is expected that this can be used to build a better work environment in institutions that carry out public goals.
