This article aims at determining how conflict management mode chosen by public servants affect their organizational commitment when conflict occurs within a public organization, and what role leadership plays in the relationship. As a result, organizational commitment increased significantly as public servants selected a competing mode of conflict management, whereas organizational commitment decreased significantly as they took an avoidable mode. In addition, the intervening role of leadership was found to be significant in the relationship between competing and avoiding modes of conflict management and organizational commitment. In particular, public servants with an assertive but non-cooperative mode toward conflict increased their organizational commitment to the more they perceived the leadership of their supervisor as a transformational leadership. It suggests that if the organization faces an emergency situation, the effect of the competitive mode of public servants and the transformational leadership of their supervisors might result in enhancing their organizational commitment.
