The various technologies that emerged as the development of the fourth industrial revolution are changing our society and humanity. Such a change triggers another change, and its ripple effect or impact cannot be easily calculated. On the other hand, as much as it is difficult to predict the result of the development of new technology, careful attention is required from various angles in the development and application of the technology. Therefore, the future of humanity must be carefully considered for the development and application of risky technologies. We must also reflect the equilibrium between the two extremes: “New technology development should not take any risk” and “New technology development should be developed because the benefits are greater than losses.” What this research is pursuing is to solve ethical problems that may arise due to the development and application of new technologies in the era of the Fourth Industrial Revolution. In other words, it is to establish a research methodology that enables the development of ethical issues and exploration discussions about them that can arise due to the development and application of new technologies in relation to possible risks, benefits and losses. In consequence, the ultimate goal of this research is to show that the research methodology of ethical issues established as a result of this study can be applied to general ethical issues that may arise due to the development and application of new technologies. In this context, this paper will deal with the ethical issues raised in relation to the collision accidents involving the recently developed autonomous vehicles. In addition, by discussing how to solve ethical issues caused by autonomous vehicles, we will establish a research method for more general ethical issues.

4차 산업혁명으로 등장하게 된 다양한 기술이 우리의 사회와 인류를 변화시키고 있다. 이와 같은 변화는 또 다른 변화를 촉발하며, 그 파급효과나 영향력은 쉽게 계산할 수 없다. 신기술의 발달로 나타나는 결과를 예측하는 것은 상당히 어려운 일이며, 동시에 그 기술의 개발이나 적용을 하는 것에 있어서도 다각도의 섬세한 주의가 요구된다. 그 결과 미래의 인류는 위험을 무릅쓸 수밖에 없는 테크놀로지(risky technologies) 개발 및 적용에 신중을 기해야만 한다. 또한, 신기술을 개발하고 그것을 사용하는데 있어서 다음과 같은 두 가지 선택을 할 수 있는데, 하나는 ‘신기술 개발은 어떠한 위험도 무릅쓰면 안 된다’이며, 다른 하나는 ‘신기술 개발은 그로 인한 이득이 손실보다 큰 기술이기 때문에 개발하여야 한다’는 두 극단적인 입장이 있다. 우리는 이와 같은 두 가지 선택 중 하나를 선택하기보다는 그 두 극단적인 입장 사이에서 반성적 평형을 이뤄야 할 것이다. 본 논문이 추구하는 것은 4차 산업혁명 시대의 새로운 기술의 개발과 적용 때문에 발생할 수 있는 윤리문제의 해결방안을 제시하는 것이다. 즉, 이는 발생할 수 있는 위험, 이득, 손실 등과 관련하여 새로운 기술의 개발과 적용 때문에 발생할 수 있는 윤리문제와 이에 대한 탐구 논의가 건설적으로 전개될 수 있도록 하는 연구 방법론을 구축하는 것이다. 결과적으로 본 연구 결과물로 구축된 윤리문제의 연구방법이 새로운 기술의 개발과 적용 때문에 발생할 수 있는 일반적인 윤리문제에 적용될 수 있는 것을 보여주는 것이 본 연구의 궁극적인 목적이다. 이에 본 논문은 근래에 새롭게 개발된 자율주행자동차와 연루된 추돌 사고와 관련하여 제기된 윤리문제를 다룰 것이다. 덧붙여 자율주행자동차로 인해 발생된 윤리문제 해결방안을 논의함으로서 이를 통해 보다 일반적인 윤리문제에 대한 연구방법을 확립하고자 한다.
