The purpose of this study was to develop and investigate the effectiveness of biology inquiry program based on the science core competencies for the free learning year. The biology inquiry program developed was implemented to the 67 middle school students for 15 weeks in their free learning year and the pre-post test of survey about the science core-competencies and attitude towards science were conducted for the students to analyze the effectiveness of the program. The results are as follows. First, overall the biology inquiry program was significantly effective to improve the science core-competencies(p<0.05). Particularly, the program was effective in the competencies for the domains of scientific thinking and scientific inquiry (p<0.01, p<0.05). Second, while the biology inquiry program was effective in the spontaneity and activism of students for scientific attitudes significantly(p<0.05), the program was effective in the all sub-domains of attitude towards science (p<0.05). Third, the program was more effective in female students since while there is significant difference between pre and post-test for female students(p<0.05), there is no difference for male students in the science core- competencies. Yet, there is no significant gender difference about the scientific attitudes and attitudes towards science.
