The purpose of this article is to review and analyze the popular understanding of democracy as well as evaluations of government, political regime, and democracy in the Philippines. The public opinion data of Asian Barometer Surveys I, II III, and IV are used for this research. Some meaningful findings of this article are as follows: first, for Filipinos, two most essential characteristics of democracy are the provision of basic necessities like food, clothes, and shelter and the selection of government leaders in free and fair election. Second, Filipinos think that they have neither politcal ability as democratic citizens nor influences on their government. Third, popular preference for democracy has been decreasing since 2002. Those claiming economic development is more important than democracy was five times bigger than that of vise versa. Fourth, popular evaluation for their government was mostly negative; they especially believed that government leaders frequently break the law, abuse their power and yet go by without getting punished. Lastly, popular evaluation of political regime was somewhat negative regarding the way the government was set up in general.
