Total Maximum Daily Loads(TMDLs), which have been implemented to improve river water quality in South Korea since the mid-2000s, establish the target water quality and implementation plans. The implementation results are required to be evaluated every year. The evaluation acts as an important factor to ensure effective implementation of the plans and to achieve the target water quality. The objective of this study is to improve the evaluation method so that the evaluation can be executed more effectively. We first analyzed the effectiveness of the existing evaluation reports for the four major river basins from 2013 to 2015. As a result, it was found that the evaluation simply attributed major causes of pollutant loads excess to a few statistics such as increasing pollution sources, but did not conduct in-depth analysis the causes of the excess. Based on this finding, the evaluation method has been improved to reflect the followings: integrated basin assessment, evaluation of relations between pollutant loads and water quality, evaluation of pollutant loads each discharge path type, field survey, and feedback process. It is expected that the improved method can be effectively used as a tool to solve watershed problems where allocation loads are exceeded. For this reason, the TMDLs expert research group suggested that the new method must be reflected in the evaluation procedure.
