Social value, along with economic value and environmental value, is becoming more common in the world as an innovative alternative to the side effects of capitalism as the three fundamental elements for sustainable development. It is true that public institutions played a pivotal role in socioeconomic development, but they failed to play a primary role in solving social problems in line with the national growth policy. Therefore, public institutions are striving to solve social problems in all areas of society, economy, environment, culture, and realize social values that can contribute to the development of public interest and community. In particular, local public institutions are also striving to implement social values in their own positions to solve community problems, which need to be recognized as the main body of improvement in community values through solving social problems. In order for local public institutions to realize their social values, they need to revise the purpose of establishing the law(local public enterprise act, act on the operation of local government-invested or –funded institutions) and related regulations. In addition, the management evaluation index system of local public institutions needs to be recognized by linking them with values and readjusting the rules related to the procurement of social responsibility. Also, it is necessary to introduce democratic institutions such as labor board system, personnel hearing, civilian participation budget system in connection with the implementation of social values.
