As public institutions have mission values that focus on public purposes—unlike private companies, which focus on economic values, or social sectors, which focus on social values—they should establish their own social value norms and derive strategies for implementation. This study examined the progress of social value strategy and management practices in public institutions using a survey based on the PDS (Plan-Do-See) management process. The findings showed that social values appear to have settled on public institutions’ management plans at the planning stage. Activities at the implementation and control stages that require specificity showed limitations that social values have not been integrated into the basic management system. In the future, public institutions must be clearer about the orientation of social values to reflect the mission values and characteristics of their own business. They should raise the level of integration with the practical institutionalization and management system, including setting performance indicators and managing performance.
