The purpose of this study is to analyze the impact on the acquisition of ROTC, which has the highest percentage of elementary officers, due to the phenomenon of low birthrate and aging society, and to present improvement measures to improve the acquisition of ROTC. Regarding the research method, the study focused on the analysis of the literature on human resource management for beginner officers, the status of support for ROTC candidates, and the analysis of dropout. As a result of the study, it was confirmed that, as for the effect on the acquisition of ROTC, first, there is a difference with the duration of military service, and second, as ROTC candidate status, there are restrictions on conditions that are disadvantageous compared to general university students. Therefore, the improvement plan was firstly to revise the Military Justice Act, which specifies the period of service for school district officers, and secondly, to introduce a credit certification system to improve the academic management system for school and ROTC candidates. In the future, it is hoped that a comprehensive search for the acquisition environment and system of all military officers including ROTC will be conducted.
