One of the most important activities for developing new technology-based services is opportunity identification. Previous studies have mainly been customer-centered, lacking quantitative methodology. This study suggests a new approach for identifying important technology-based services by using business method patent analysis. Co-classification analysis is applied to co-classification information for constructing interrelationship matrices of technology-based services. Analytic network process is conducted to the constructed interrelationship matrices in order to produce the priorities of technology-based services. Data envelopment analysis window analysis is employed to the derived priority values for investigating the dynamic change of technology-based services’ importance and identifying core technology-based services. A case study related to mobile services is conducted to verify the usefulness and operation of the proposed approach. It is expected that suggested approach could help nations or companies to develop policies or strategies for technology-based service innovation.
