This study was aimed to evaluate accessibility of administration and welfare centers from self-propelling manual wheel chair users’ perspective (both visitors and workers) to suggest improvement measures; and to help visual review of the actual accessibility situation by providing accessibility maps. In March and April 2021, on-site investigation was conducted to 10 administration and welfare centers in Seowon-gu, Cheongju-si. Major finding were as follows. (1) Among 10 centers, four centers had no building entrances that ‘a self-propelling manual wheel chair user can enter by his/her own efforts.’ Instead, the centers had at least one building entrance that ‘a self-propelling manual wheelchair user can enter when receiving some assistance.’ (2) In some cases of accessibly designed buildings, furniture, signboards, and boxes were intruding clear spaces required for entering and/or passing the space. (3) Most rooms found unaccessible for wheelchair users were rooms mainly used by workers, which implied accessibility should be considered from both visitors and worker’s perspectives. (4) Size, kneeroom and button height of most furniture and automatic document issuing machines were found not suitable for manual wheelchair users to reach and use properly. Based on the study findings, 2-dimensional and 3-dimensional accessibility maps (color, grayscale) were developed for each center in order for visual provision of the accessibility information visually. Using the maps, the users can intuitively grasp the accessibility status and plan the flow of use in advance. From managerial perspective, the maps will be also helpful in determining scope and priority of barrier-free improvements in the future.
