This paper considers a scheduling problem for transporters that pickup and delivery blocks in shipbuilding yards. In this problem, the important issue is to determine the allocation policy of blocks and the scheduling policy of transporters that minimize total logistics time represented by the weighted sum of empty transporter travel times, delay times, and tardy times. Under a static environment, a mathematical model for optimal solution is derived and a meta heuristic algorithm based on the modified ant colony system is proposed. Computational experiments are implemented to evaluate a performance of the algorithm.
