Recently, it is a prominent phenomenon that Hobbes, traditionally evaluated as an advocate of absolute sovereignty, has been re-evaluated as a liberal by some researchers. This trend draws academic attention. This article aimed to examine whether we could view Hobbes as a liberal or not. Firstly, this article introduced some difficulties in the Hobbes study. Problems of instability in the text, the danger of confusing the researcher"s view with Hobbes, and possible misreading resulted from Hobbes" argumentation method and writing strategy.
In England, common lawyers have created a strong tradition of the Constitution of Liberty. In This tradition, England is a mixed monarchy, and the king and parliament make laws according to the consent of the people. The political conflict and civil war under the reign of Charles I stemmed from the ambiguity of this tradition. However, when they restored constitutional polity, the English re-established this traditional constitution and rejected Hobbes’ theory of absolute sovereignty. In many ways, Hobbes’ understanding of absolute sovereignty is far beyond England"s constitutional tradition. Therefore, it is difficult to classify him as a liberal from the perspective of the traditional constitution of England.
Finally, one achievement of Hobbes includes capturing the political role of passions, especially fear. And J. Shklar introduced liberalism of fear that pursuit opportunities to expand freedom through the rule of law, and this article compared this view with Hobbes’s concept and role of fear.
