Objective: As the procurement of general materials and munitions, which had a high barrier to entry, was transferred from the Defense Acquisition Program Administration to the Public Procurement Service, existing suppliers need to establish new strategies and directions for market opening. The purpose of this study is not to secure future-oriented competitiveness, but to identify the competitive factors necessary for strengthening competitiveness of some general munitions suppliers who have been attached to short-term performance. This study is a case study to establish a strategy of selection and concentration by calculating the relative importance of each element. Background: General munitions suppliers have been adapting to competition and environmental changes since the abolition of the group contract in 2007. In order to strengthen the expertise of the defense industry and to ensure transparent and fair procurement of munitions, the general procurement of materials, which had been carried out by the Defense Acquisition Program Administration since July 2020, was transferred to the Public Procurement Service.
