This study aims to present the Busan Inter City residency film project as an alternative to dissolving the image of Busan local cinema stuck due to repeated and reproduced storytelling. In the meantime, the image of Busan films can be said to have originated from repeated storytelling created by the rough sea and the wild dialect intertwined with male Jopok(Korean gangsters). After the success of “Friend” (Kwak Kyung-taek, 2001), the storytelling of Busan Jopok was reproduced, which soon solidified into the image of Busan. The documentary filmmakers in Busan have acted noteworthy, but they have problems with sustainability in production.
Since Busan succeeded in joining the UNESCO Creative Cities Network (UCCN) in 2014, it has been striving to become a film network city through exchanges between domestic and foreign countries. One of them is the Busan Intercity Film Festival, which introduces local cinemas around the world. The festival aims to create a new image in the region through exchanges and collaboration between creative cities by conducting its own residency film production program in Busan by producing films in other creative cities and filmmakers in other cities in Busan. These efforts help revive unique assets or cultural diversity instead of dismantling the existing violent image of Busan. Therefore, the Intercity Film Festival can be said to be a text suitable for the value pursued by the UNESCO film creative city of Busan, “Film For All”.
