The purpose of this study is to explore the issues of the early introduction of customized care services for older adults in South Korea. Focus group interviews (FGI) were conducted with 18 participants composed of four groups such as local government officials, social workers, central and local organization workers and life assistants. According to the findings, customized care services for older adults are faced with a number of structural difficulties throughout the processes of service provision, First, owing to the inadequate preparation for the service, the difficulty of obtaining service users and the inadequate roles of the local governments were found. Second, service providers have experienced some difficulties of needs assessment and obtaining critical users. Besides, to cope with the increasing number of older adults with depression, the issues of inclusion of critical users and the expansion of special services for them emerged. Thirdly, the issues of the provision of services such as the inequality of service qualities and the inadequate provision of self-care occurred. Moreover, the monitoring role of prohibition of outside work of long-term care service was found. Finally, it is frequently reported that improvements of evaluation and monitoring roles are needed. To cope with the challenging issues, some policy suggestions were provided for the Ministry of Health and Welfare, the Supporting center for the single elderly, local authorities, and service providers.
