The field of medicine will suffer from dramatical changes due to big data and biometric sensor. Future medical science will target on good health rather than a treatment on illness. The changes may origin from the collection and use of medical data. Considering the number of population and her political system, China can easily build up big data. Moreover, Chinese government considers personal information as not personal property but governmental strategic asset, and it is possible to collect biometric and genetic information forcibly in China. These features make the differences from situations in Korea.
In Korea, national health insurance provides national medical benefits to all people and accumulates huge amount of health data. However, data which are owned by public area are used exclusively and monopolistically for public purposes by public sectors. Accordingly, government is required to increase accessibility and usability of health data. The use of personal health data will inevitably conflict with protection of personal information protection. In China, based on the law, people can access and use of health data owned by public as well as private sectors for the public purposes.
Currently, Korean government supports sharing informative data and considers active policy for it. For that, it is recommended to make more positive and active legislative measures for using and sharing health data. Also it is required to provide more strong protection for personal information in order to dispel worries about the misuse of personal information.
