The field of medicine will suffer from dramatical changes due to big data and biometric sensor. Future medical science will target on good health rather than a treatment on illness. The changes may origin from the collection and use of medical data. Considering the number of population and her political system, China can easily build up big data. Moreover, Chinese government considers personal information as not personal property but governmental strategic asset, and it is possible to collect biometric and genetic information forcibly in China. These features make the differences from situations in Korea.
In Korea, national health insurance provides national medical benefits to all people and accumulates huge amount of health data. However, data which are owned by public area are used exclusively and monopolistically for public purposes by public sectors. Accordingly, government is required to increase accessibility and usability of health data. The use of personal health data will inevitably conflict with protection of personal information protection. In China, based on the law, people can access and use of health data owned by public as well as private sectors for the public purposes.
Currently, Korean government supports sharing informative data and considers active policy for it. For that, it is recommended to make more positive and active legislative measures for using and sharing health data. Also it is required to provide more strong protection for personal information in order to dispel worries about the misuse of personal information.

빅데이터 알고리즘과 생체 인식 센서가 의학 분야를 완전히 변화시킬 것이며 의학의 개념도 병을 고치는 것에서 점진적인 건강 증진을 목표로 하는 것으로 혁명적 변화를 가져올 것이라 예측된다. 그리고 이러한 변화의 근간에는 의료데이터의 수집과 이용이 중요하게 자리잡고 있다. 중국은 인구수와 사회주의 정치체제를 고려할 때 그 어떤 나라보다 용이하게 의료 빅데이터의 구축이 가능하다. 더욱이 중국정부는 개인정보를 국민의 소유가 아닌 국가가 소유하는 일종의 전략적 자산으로 인식하고 있어서 다양한 생체정보 및 유전정보를 강제로 수집할 수 있다는 점에서 우리나라에서의 개인정보보호와 뚜렷한 차이를 보여주고 있다.
우리나라는 국민건강보험제도의 운영을 통하여 전 국민이 건강보험혜택을 받을 수 있도록 하고 있을 뿐만 아니라 이를 통하여 방대한 보건의료 데이터를 생성 및 보유하고 있다. 그러나 국민건강보험공단과 같이 공공부문에서 보유하고 있는 데이터도 공개가 제한되는 것이 일반적이며 데이터 공급자를 중심으로 폐쇄적, 독점적으로 활용되고 있다. 따라서 국가차원에서 보건의료 데이터에의 접근 및 활용방안을 마련할 필요가 있다.
우리나라에서는 보건의료 데이터의 적극적 활용을 위하여 보건복지부 개인정보보호위원회에서 보건의료데이터 활용 가이드라인을 만들었으며, 중국도 이와 유사하게 건강 의료 빅데이터 활용의 발전 촉진 및 규범화에 관한 지도의견을 만들어 이용하고 있다. 개인정보보호에 있어서 우리나라는 2020년 개정된 개인정보보호법에 따라 가명처리한 경우에 엄격한 조건하에서 원칙적으로 의료정보를 사용할 수 있도록 하고 있다. 우리법과 중국법과의 차이는 우리나라의 경우 공공기관이 보유한 의료정보의 경우에는 공유와 활용이 가능하지만 개인 즉 의료기관이 보유한 의료정보의 경우에는 접근성이 매우 제한되는 반면 중국에서는 의료위생기관이 보유한 의료위생정보는 공공의 이익을 위하여 기관이 공립인지 사립인지 여부를 불문하고 공개하도록 하고 있다는 점이다.
의료정보의 이용이 활성화되기 위해서는 합법적 범위에서 의료정보를 공유하고 이용할 수 있는 방안이 정부차원에서 보다 적극적으로 고려되어야 할 것이다. 다만 이를 이용하는 과정에서 개인정보보호에 보다 주의를 기울여야 하며 정보의 오류나 왜곡이 이루어지지 않도록 이를 방지할 수 있는 방안도 함께 마련되어야 할 것이다.
