The rapid increase in public R&D investment has raised expectations for tangible results such as technology commercialization. This study aimed to 1) derive policy priorities by extracting key determinants that affect national R&D technology commercialization and 2) explore concentration areas from the demand-side perspective. Firstly, some limited issues were observed to be repeatedly raised through keyword network analysis. Secondly, eight-core determinants were derived through a systematic literature review. Finally, I derived the IPA matrix through a survey on the eight-core determinants for firms participating in the national R&D programs. The results showed that immediate improvement is necessary for both market revitalization and expansion of R&D investment. Commercialization capabilities were was also drawn as a concentration area from SMEs and firms with no public technology transfer experience. Therefore, this study suggests that the government should focus its policy capabilities on these three areas.
