Ten Innovation cities have been developed nationwide since 2007 for decentralization and balanced national development. One of them, Gwangju-Jeonnam Joint Innovation City, was established in Naju-si, and it is expected to bring benefits to both regions, especially the population influx. In this study, the impact of Naju Innovation City was examined from the demographic perspective. We conducted population projections based on four scenarios: ① a projection of Jeollanam-do population based on the actual development of Innovation City, ② a counter-factual projection without the Innovation City, ③ a projection of entire population of Jeollanam-do and Gwangju Metropolitan City based on the actual development of Innovation City, and ④ a counter-factual projection of entire regions. The population was projected by 2050 using Cohort-Component Method. Results showed that the creation of an Innovation City would have little effect on both the size and composition of the population of Jeollanam-do and Gwangju Metropolitan City. Further, the development of Naju Innovation City may not be successful in terms of population decentralization and balanced national development. This study has policy-wise and academic contributions in that it is the first empirical study to evaluate the long-term demographic effect of the Innovation City development.
