The Effects of Innovation City Policy on Youth Migration

This article examines variation in youth migration and corresponding initiatives from the Innovation City Policy implemented for solving declining non-metropolitan’s population. Specifically, this research examines empirically research questions: How do the Innovation City Policy affect the youth migration within Daegu, Busan, Gyeongsangnam-do, Gyengsangkbook-do? This study empirically analyzed panel data-set generated from 2008 to 2021 to figure out the causal relationship between youth migration and the effectiveness Innovation City Policy using a difference-in-difference (DID) methodology. The results of DID model are showing that the Innovation City Policy has had statistically significant positive effects on the youth migration from non-Innovation City to Innovation City within the same region after 2015. Also, the positive effect of the Innovation City Policy has been confirmed on the youth migration from the Innovation City to non-metropolitan. Simultaneously, findings from this study provide empirical evidences that both effects of post-and-treatment(interaction) did also significantly impact to youth migration. The importance of this research stems from recognition that it is importance to evaluate the effectiveness of the Innovation City Policy in terms of youth migration based upon the most recent data. These findings can be informative for governments in responding to future mechanism on the decentralization policy in South Korea.

2018년을 기점으로 10개 혁신도시 건설사업이 모두 준공하였고, 혁신도시 건설정책을 통한 공공기관 이전 및 인구유입은 2015년을 기점으로 어느정도 성장이 달성되었다고 평가되나 2017년부터 다시 인구가 수도권으로 유출되는 현상이 발생하였다는 지적과 함께 혁신도시의 지속적인 성장을 이끌어 내기 위한 동력이 소진되어가는 실정이다. 이러한 배경에서 본 연구는 혁신도시가 지역혁신거점으로 새로운 시대의 균형발전 및 지역혁신의 동력으로 작동하기 위한 실효성 있는 정책대안을 제안하기 위해 최신화된 분석자료를 토대로 혁신도시 건설정책의 효과성에 대한 논의를 청년인구 유입의 관점에서 계속해서 이어가고자 하였다. 구체적으로 2008년부터 2021년까지 총 14년간의 시계열데이터를 토대로 인구급감 현상이 가장 심각한 경상권역을 연구분석대상으로 선정하여 수도권지역으로부터의 혁신도시로의 청년인구 순유입 효과, 비수도권지역으로부터 혁신도시로의 청년인구 순유입 효과, 같은 상위행정구역 내에서 혁신도시로 청년인구 순유입 효과를 동시에 비교분석했다는 점에서 기존의 선행연구로부터의 연구의 차별성을 갖는다. 분석결과 본 연구에서는 수도권지역과 비수도권지역 그리고 같은권역 내 비혁신도시로부터 경상권역에 위치한 혁신도시로 2015년 이후 시점에 청년인구가 순유입 된 효과가 있었음을 실증분석을 통해 확인할 수 있었으며 구체적으로 공공기관이 혁신도시로 이전을 완료한 시점 이후에 같은 권역내 주변지역에서 경상권역내 혁신도시로의 순유입효과, 비수도권지역에서 경상권역내 혁신도시로 순유입 된 효과, 수도권지역에서 경상권역내 혁신도시로 순유입 된 효과 순으로 그 영향력이 크게 나타남을 확인할 수 있었다. 현재 혁신도시내로 지속적인 인구유입을 이끌어내기 위한 동력이 소진되어가는 시점에서 본 연구에서는 혁신도시 건설 정책이 수도권 청년인구 분산효과에 대해 실증적으로 그 성과가 있었음을 확인했다는 점에서 연구의 의의를 찾을 수 있을 것이며 앞으로도 계속해서 혁신도시가 지역혁신의 거점으로 제 기능을 수행하고 청년인구분산 효과에 기여하기 위해서는 혁신도시발전계획이 상향식의 수립체계로 운영될 수 있는 규정개정과 청년이 원하는 유연한 정책설계와 추진방식을 설정하는 방향성이 필요할 것이라는 정책적 시사점을 제공한다.
