The purpose of this study is to develop the sexual development scale of the upper graders of elementary school and verify its validity. For the preliminary question extraction, a literature review was conducted and the existing scale related gender development was examined, and expert focus group interview data were analyzed. The content validity and the facial validity were verified. The selected preliminary questionnaire was surveyed in 5th and 6th graders of elementary school. Exploratory factor analysis and reliability tests were conducted on the 450 collected survey responses. As a result, a scale of 18 items of 5 sub-actors was developed. The sub-factors were the acceptance of sexual psychological change, the acceptance of physical changes, the interactions between friends of opposite sex, consciousness of gender equality, the coping skills of the social sexual risk. To validate the developed scale, 303 collected survey responses from 5th and 6th graders of elementary school were analyzed by confirmatory factor analysis and construct validity, and invariance test by gender was conducted. In addition, the validity of the criterion was verified through correlation analysis between sex attitude, gender equality consciousness and self-esteem. As a result, 18 items of the 5 factors were appropriate and the scale was applicable to both male and female students since the homogeneity of the scale by gender was proved, and the criterion validity was confirmed. The significance of the development of the scale, limitations and suggestions for further research were discussed.
