(Establishment of Gyeonggi-do"s Residents" General Assembly) Gyeonggi-do has established two types of general residents" assemblies (representative and open) to deliberate and decide on major agenda items in Eup, Myeon, and Dong. (Representative General Assembly) Eup, Myeon, and Dong with a population of 30,000 or more constitute a general meeting in which a representative elected from among the voters participates in the general meeting of residents. (Open Resident General Assembly) Eup, Myeon, and Dong with a population of 30,000 or less constitute an open general assembly in which all voters participate in the Resident General Assembly.
(Convocation and operation of the Gyeonggi-do"s general meeting of residents) ⅰ) convening of a general meeting of residents, ii) providing information, iii) voting and issuing rights, iv) the chairman of the general meeting, ⅴ) proposing actions after the conclusion of the general meeting. In particular, in the fields of voting rights and initiative rights, grassroots democracy can be strengthened by providing an opportunity to directly solve problems in the eup, myeon, and dong to which one belongs through the general meeting of residents.
(Function of the Gyeonggi-do"s Residents" General Assembly) It is divided into ⅰ) legislation, ii) finance, iii) planning and organization, iv) deliberation and audit, and ⅴ) recall. can strengthen. In order to realize a Gyeonggi-style general meeting of residents, it is necessary to i) establish a plan for localization of eup, myeon, and dong, and ii) a plan for legislativeization for localization of eup, myeon, and dong.
(Measures to become self-governing Eup/Myeon/Dong) i) Organizational composition of Eup/Myeon/Dong, ii) Eup/Myeon/Dong functions and bureaucracy, iii) Eup/Myeon/Dong financial security plan is presented. (Organization of Eup/Myeon/Dong) Adopted a committee type consisting of 5-7 administrative members (members) directly elected by the residents. (Functions and office work of Eup, Myeon, and Dong) 7 areas are suggested: ⅰ) self-government administration, ⅱ) tax, ⅲ) energy·environment, ⅳ) architecture·construction, ⅴ) education, and ⅵ) welfare. (Finance of Eup, Myeon, and Dong) Suggests a plan to secure financial resources for local tax (direct tax), which is the independent source of Eup, Myeon, and Dong to smoothly operate the general residents" meeting in Eup, Myeon, and Dong
(Measures to legislate for localization of Eup, Myeon, and Dong) ⅰ) Amendment to the Local Autonomy Act, ii) Propose a plan for administrative stratification of counties and localization of Eup and Myeon. (Amendment to the Local Autonomy Act) i) It is necessary to make Eup, Myeon, and Dong into self-governing bodies through the revision of the Local Autonomy Act, and ii) to establish a general meeting of residents in Eup, Myeon, and Dong to deliberate and decide on major regional issues.
