In this study, in order to suggest a plan for regional government in Gyeonggi-do, theoretical discussion on regional government and analysis of cases of regional government in Korea and abroad are analyzed. For the theoretical discussion on regional government, i) concept of regional government, ii) theory related to regionalism, iii) necessity of regional government, iv) authority of regional government, and v) previous research were reviewed. In the case of regional governmentization in Korea, the level of autonomy (legislative, financial, organizational, administrative, and auditing) of Seoul, Jeju, and Sejong Special Self-Governing Provinces and provinces was analyzed. For the case analysis of foreign regional governments, ⅰ) legal status of regional governments, ii) autonomous legislative power, iii) authority to organize institutions, iv) self-governing administrative authority, and ⅴ) level of self-governing power of UK, Spain, Italy, and Spain were analyzed.
(Alternative 1 : Legislation of regional government through special law) Gyeonggi-do needs to establish a regional government by adopting special laws enactment method such as Jeju Special Self-Governing Province Act, London Metropolitan City Act and Scotland Act. It is necessary to have the National Assembly enact a law on special cases in Gyeonggi-do, or ii) have the National Assembly enact a regional government law (draft) in Gyeonggi-do. The system of Gyeonggi-do special laws needs to consist of i) general rules, ii) special legal status of Gyeonggi-do, and iii) special cases of Gyeonggi-do. In particular, Gyeonggi-do"s special cases include: i) special cases related to self-governing affairs and autonomous organizations, ii) special cases related to personnel system and autonomy in operation, iii) special cases for the transfer of office work by special regional administrative agencies, iv) special cases for self-governing finance, and v) autonomy. Consists of audit system and special cases for autonomous police operation. At this time, it is necessary to establish the <Gyeonggi-do Special Act Legislation Review Committee> (tentative name) in order to institutionalize the direct participation of the citizens in parallel with the process of collecting the opinions of Gyeonggi-do residents. For revising this special law, online direct voting is possible by collecting opinions from residents and using online proposal procedures.
(Alternative 2 : Legislation of regional government through regional government constitution enactment) To enact the Gyeonggi regional government constitution, the National Assembly needs to recognize metropolitan and provincial governments including Gyeonggi Province. All regional governments should come up with regulations so that they can enact regional government constitutions in accordance with the purpose and regulations of the basic laws enacted by the National Assembly and Gyeonggi Province enacted the constitution of the regional government in compliance with the purpose and regulations of the basic law enacted by the National Assembly. In Gyeonggi-do, the constitution of the regional government includes: i) organizational structure, ii) institutional operation principles and procedures (functions), iii) recruitment of elected and appointed regional public officials, iv) personnel management, and v) remuneration. There is a need to define. It is necessary to specify that affairs not explicitly stipulated by the national authority in the regional government constitution can be exercised by the authority through the regional government constitution.
