The purpose of this study is to analyze the welfare needs of the elderly in Guri through a survey, and to determine the direction of policy development. Accordingly, existing studies on the welfare needs and delivery system of the elderly as well as the local social security plan related to Guri were reviewed.

The elderly in Guri can be classified into four types, based on whether they use leisure facilities for the elderly: those who use both senior citizen and welfare centers, individuals who do not use either of the centers, people who use only senior citizen centers, and those who use only welfare centers. Furthermore, reflecting the tendency of the elderly to diversify their welfare needs, we examined how the elderly in Guri are excluded from the welfare system in various aspects such as income security, health, mental health, housing, work, and leisure culture.

The analysis found that the elderly who only used the senior citizen center and those who did not use either the senior citizen or welfare center were inferior in terms of economy, health, housing, work, and leisure culture. The need for leisure facilities such as senior welfare and general welfare centers has been generally emphasized by the elderly in Guri, and there was also a common demand for including subsidized living expenses and economic support in elderly welfare policies.

Based on the results of this analysis, policy goals for the development of policies for the elderly in Guri were established through an advisory meeting with academic and field experts, and 4 strategies and 11 implementation tasks were derived. It was suggested that the results of this study be included in the ｢5th Guri City Community Security Plan｣, scheduled to be established in 2022, for improving the execution power of this study.
