This report aims to reflect up-to-date environment surrounding African development cooperation as well as domestic and international ODA since the KOICA’s first Africa Development Cooperation Strategy (2012-2015) was published. In order to raise the quality of report, both qualitative and quantitative method were applied to conduct more comprehensive research. For qualitative analysis, data collection and analysis were conducted by literature review, in-depth and focal group interview. As qualitative analysis, project monitoring and evaluation reports were collected for big data analysis.
The report includes review of KOICA’s first Africa Development Cooperation Strategy (2012-2015), internal and external context analysis, analysis of KOICA’s development cooperation activities in Africa, and KOICA’s internal policies toward African region. Thus, KOICA’s second Africa Development Cooperation Strategy builds on the findings of those review and analysis.
As a result of the research, two-track approach was suggested for KOICA’s Africa Development Cooperation Strategy. One is developing KOICA’s flagship program for Africa: that is making a whole continent penetration program considering on development environment in Africa as well as KOICA’s own experience. The other is developing a regional program (North/ Central and West / East and South) reflecting each region’s distinct characteristics and environment. The result shows that the programs targeting the whole continent can be ‘gender development’ and ‘support for the youth’ by considering vision of African Union (AU) and KOICA’s SDGs implementation plan. For the regional programs, the report suggests regionalized strategies in line with the KOICA’s core values (4P: People, Peace, Prosperity, Planet) and five major sectors such as health, education, agriculture, governance, and technology, environment, and energy.
Specifically, the report suggests two common programs for the all KOICA’s African partners. First program titled ‘Fill the GAP’ aims to achieve AU’s vision and KOICA’s SDGs 5 by building safety net for women who are vulnerable and excluded from society. At the same time this program focuses on improving women and girls’ quality of life. The second program is ‘Youth Build Program’ concerned with youth capacity building and job creation in line with AU’s vision. The program considers change of industries and African region’s distinct characteristics when it is planned and implemented. ‘Youth Build Program’ is structured with three steps such as basic education, technical vocational education, and employment or establishing business.
For regionalized programs, Northern region program is expected to be related with technical vocational education for future capacity development and governance improvement for public service. When programs are planned for the region, triangular cooperation and south-south cooperation are necessary to be considered in terms of modality of cooperation. Also, youth unemployment issue should not be missed to prevent regional conflict in advance. Central and Western region needs programs for inclusive education for the venerable, technical vocational education for future capacity development, improvement of drinking water quality and accessibility, high-quality health service for mother and children as well as the youth, and sustainability for agriculture production improvement and marketable agriculture products. In addition to that, regarding the modality of cooperation, close working with INCAF and KOICA is expected to cope with continuous conflicts in that region. Lastly, Eastern and Southern region program can be technical vocational education for future capacity development, high-quality health service for mother and children as well as the youth, and capacity building for climate change. When KOICA plans programs for this region, it is necessary to pay special attention on the region called horn of Africa and cooperate with regional organization and institution.
