Currently, as our society"s dependence on and influence on the Internet grows, various adverse functions such as Internet addiction, pornography distribution, cyber crime, and personal information infringement are occurring to a serious degree. It is recognized as a serious social problem because the harmful effects are large not only for individuals but also for society. These digital dysfunctions can pose a greater risk to children and adolescents growing up than adults. Children and adolescents exposed to digital risks have serious consequences such as social maladjustment, poor school performance, poor mental health, and developmental problems, and can deprive individuals of their future potential and potential. Online bullying and sexual exploitation through SNS services are increasing among female minors, and they are exposed to the risk of human trafficking. Currently, our society is moving beyond this digital information and communication technology environment to an intelligent information society in which various technologies are fused and provided based on artificial intelligence in the wave of the 4th industrial revolution. These technological developments are expected to lead to more innovative developments in various fields. In the intelligent information society of the 4th industrial revolution, cutting-edge technologies such as artificial intelligence and big data, augmented reality and virtual reality, cloud, and the Internet of Things are converging with the physical environment in various fields, and furthermore, connecting the biological world. It will bring tremendous technological advances that have not been seen in development. However, in this intelligent information age, digital risks such as cyber bullying, cyber violence, personal information infringement, cyber addiction, and cyber dependence can damage individuals, families, and society more severely than before. Technology only makes sense when used for humans. If technology ignores such value, fundamental consideration and countermeasures for technology introduction and development will be absolutely necessary. This study diagnoses the technological development of the intelligent information age and the phenomena brought about by that technology, and examines the digital risks that occur in the Internet and intelligent information age. In this context, by introducing the digital competency and ethical standards to be equipped in the intelligent information age, future generations will not be engulfed in the dysfunction occurring in the intelligent information age, avoid digital risks themselves, and create a positive and respectful digital culture. It provides a direction for expressing creativity and one’s abilities in the environment.
