The purpose of this study is to develop and verify sport indicators that can quantitatively measure the performance of local sport policies, and the final research conclusions are suggested as follows. Through the analysis of long-term plan from previous studies of sport sectors and the task analysis of the 17 local governments, this study attempted to extract measurable questionnaires targeting the local residents. A total of 26 indicators were developed in 7 categories including elite sport, sport for all, physical education in school, sport facilities, sport industry, sport for seniors, and sport for the disabled. In this regard, a total of 1,502 valid samples were collected by conducting survey from the 4 metropolitan cities over the 4 months period. As the result of statistical analysis, the skewness and kurtosis of all items did not exceed the standard values in the technical analysis, which confirm the descriptive statistics and normality of the measurement items, and it was found to be suitable for exploratory factor analysis and confirmatory factor analysis for 7 sport sectors. In conclusion, this study classified the main tasks of local government sports-related institutions into 7 sport sectors, developed sector-specific measurement questions, and revealed that it is possible to extract comparable quantitative sports indexes through the local residents" surveys.
