As the administrative paradigm changes, the participation of residents in the operation of local governments is greatly expanded. The expansion of participation has the policy effect of strengthening new forms of democracy. In this study, we tried to examine the performance of various participation systems in Gyeonggi-do and to derive improvement plans for various participation systems. This report classified the Gyeonggi-do participation system into 26 research subjects, and reviewed the operation status and performance of the projects. As a result of the analysis of the participating projects, it was confirmed that the Gyeonggi-do participation system was composed of a simple participation and administration-oriented system.
Based on various analysis results, this study suggests policy directions for improving the participation system in Gyeonggi-do. First of all, it is necessary to improve the system through operation and inspection of participating projects in Gyeonggi-do. Second, Gyeonggi-do should establish an integrated management department to improve the participation system. Third, accessibility and efficiency of online platforms should be strengthened. Fourth, it is necessary to upgrade the simple participation-oriented system. Fifth, policy linkage with other local governments should be activated. Sixth, the institutional basis for participation should be presented to enable new policy experiments. Finally, various policy alternatives could be suggested such as information disclosure, archiving, and publicity.
