In this study, we will examine the Korean government 's North Korea policy in the past. We will use the policy change model as a method to analyze the change factors and to suggest alternatives. This study has the advantages as follows. First, This method can find domestic factors of affecting the foreign policy in detail. Domestic factors are increasingly important in research of international relations Second, This method is more like “Policy Change Model” rather than “foreign policy decision making theory”. It means we are more focused on domestic factors. Third, If we can generalize the policy changes to use this method, we will be able to analyze factors affecting North Korea policy more precisely. Also, we can distinguish between positive factor/effect and negative factor/effect. In addition, by analyzing policy effects through this standard, we can know how to introduce desirable North Korea policy. Finally, we can establish the foundation of creating a research framework to anticipate policy changes in North Korea.
