This study is to investigate the voting behavior and determinants of local voters in local elections. A survey was conducted for the June 1 local elections in 2022, and the hypotheses were verified by conducting factor and path analysis using the collected data. Independent variables are four factors, namely character, external, policy, and political party, and mediating and dependent variables are three factors, namely reputation and image, and voting decision. First, the voter turnout in local elections is very low at 50.9%, which means that the degree of indifference is high compared to the presidential or general elections. Next, the hypothesis that candidate decision factors affect voting decisions through reputation and image was partially accepted. The policy implications are as follows. First, the party factor in local elections is still an important factor in determining candidates. Second, the image factor is analyzed to be an important influencing factor in the decision. Extrinsic factors appear to have a negative effect on decisions. Third, personalities and policy factors are not statistically significant factors for local voters. Fourth, for local voters, political ideology, policy, and regional development are important considerations.
