The Vietnamese cement industry contains some major problems; for example, inadequate corporate governance, technologies in production, use of raw materials, and alternative fuels. Thus, the productivity is still low. The main objective is to concentrate on efficiency evaluation of those companies based on Grey Theory – Grey Model First Order One Variable (GM1,1) and Data Envelopment Analysis (DEA) model through which offers an efficient way of looking for the ideal strategic partners. Firstly, the researchers employ the GM (1,1) model to forecast the inputs and outputs variables because GM(1,1) can proceed non-parameter data. Furthermore, one of DEA models is applied to help the target company to find the ideal strategic partners based on realistic data in the stock market. The empirical results showed that the most possible candidate is suitable for the both target companies and themselves to achieve good efficiency and economic value in their business strategies, so that they can solve the problem issues including: ineffective marketing communication; inefficient technology application low labor productivity; production-consumption imbalance.
