In Korea, various policies have been implemented to cope with the coronavirus, which began to spread in early 2020. Along with the distribution of masks, social distancing was implemented step by step, and quarantine rules were prepared and operated by institution, facility, and industry according to the regional epidemic stage (steps 1.5 and 2) and the national epidemic stage (steps 2.5 and 3). Nevertheless, the government’s coronavirus quarantine policy was criticized as “political quarantine” due to disregarding the opinions of experts such as the Korean Medical Association, lack of consistency in its application, controversy over equity by facilities and industries.
Therefore, this study aims to evaluate Korea’s coronavirus quarantine policy and suggest reasonable policy alternatives through place-based data analysis on the occurrence and spread of coronavirus based on the location-based place data of confirmed coronavirus patients in Seoul from January 26 to March 24, 2020.
The results of this study showed that in Seoul, COVID-19 confirmed patients visited hospitals, homes, and transportation facilities the most. However, hospitals and homes are places where they are visited or quarantined first in the event of an outbreak, and it is mandatory to wear a mask in the transportation facilities. If so, places where you can take off your mask and eat food or drinks, such as the restaurant that appears next, are likely to be the most likely centers of spread. It is important to use the results of these place-based microscopic studies in policy decisions.
