Small modular reactor (SMR) is on the rise in the international nuclear scene. In comparison with large nuclear power reactors, SMR is dubbed as a technology option being financially less burdensome, more flexibly responsive to energy demands, easy to construct for its modularity, inherently more safe, and not restrained in site selection, if a few merits are enumerated. Accordingly, there are more than 80 SMR models being developed in eighteen countries worldwide. Korea is also in the race to develop a Korean model, called innovative-SMR (i-SMR), from 2020 by formulating concept design and from 2023 by undertaking development research project. Thus, it is crucial to see whether Korean model, i-SMR, is designed and developed with competitiveness for overseas export. However, there is few studies to explore the design of i-SMR from the perspective of global competitiveness overall. Accordingly, this paper attempts to explore whether the i-SMR meets specific consideration factors for the competitive design of SMR models in four criteria of i) cost, ii) safety, iii) waste (particularly, spent nuclear fuel) generation, and iv) non-proliferation. Analytical results reveal that i-SMR meets most of cost- and safety-related factors. Also, factors to be considered in spent nuclear fuel generation and non-proliferation are also found to meet the factors except some factors on the reprocessing of spent nuclear fuels. Notwithstanding, the i-SMR design is attempted to complement these factors. This paper clarifies both strong and weak points in the i-SMR’s R&D design and concludes with the meaning and limitations of this research.
