The purpose of this study is to discover the Sociological meaning of Changwon-si’s Nubija project as one sample of the policy for forming a bicycle-friendly city. To achieve the purpose, the study selects the public bicycle project run by Changwon city government as the object of study and uses case study, one of the qualitative methods. The study selects 10 local residents who use frequently the public bicycle of the Changwon city as the main informants by using the purposeful sampling, one of nonprobability sampling methods. The spatial meaning of the public bicycle project aiming at forming the bicycle-friendly city; First, in the viewpoint of environment, the public bicycle project run by Changwon city government is playing a pivotal role in forming an eco-friendly city. Second, in the viewpoint of health and welfare, the public bicycle project will create a healthy city by enabling the citizens of Changwon to improve physical strength. Third, in the viewpoint of politics, when Changwon city is recognized all over the nation as a bicycle-friendly city, the bicycle-friendly urban policy will become a major means of the city branding. Fourth, in the viewpoint of economy, the project can help boost the bicycle industry so that the bicycle industry can be established and create lots of jobs. Fifth, in the viewpoint of the society, the project made the residents have more interest in and affection for the city where they live and encouraged participation of more citizens. Sixth, in the viewpoint of education, the project helps Changwon city become a model city to early settle the advanced culture of the traffic order. Seventh, in the viewpoint of traffic environment, the public bicycle project is useful for dramatically improving the traffic environment for smooth commuting. The 7 implications mentioned above are drawn from the study.
