Youth participation in climate action and the development of agency should be considered important as they are one of the agents in addressing climate crisis. In this study, we focused on the relational aspects of youth agency as co-agency that are necessary to pursue personal and societal changes to address climate issues. We conducted action research on a youth group’s experience of reading the 2050 National Carbon Neutrality Scenario as a meaningful process and context for constructing agency. During the participatory action research project, the youth engaged with the scenario which is one of the key documents in national climate policy, and eventually created a youth commentary on it. By setting a shared goal of developing this commentary version, and by establishing the framework, list, and contents of the commentary, the youths were able to create their own text as active readers of the policy text, rather than passive recipients. In this process, multidimensional relationships-such as encounters with national policy, interactions with adults like youth leaders, community-building among students within the club, and potential engagement with fellow students as readers of the commentary-served as contexts for constructing co-agency. Based on the analysis, we discussed what might be significant in promoting more genuine ways of participation and communication for the youths in climate policy.
