This study aimed to propose directions for promoting leisure sports among out-of-school youth in Incheon by comparing the importance and performance levels of 21 factors. 164 teachers and related stakeholders responded to a questionnaire assessing perceived importance and actual performance. The results of IPA showed that the establishment of community, the training and deployment of professional instructors, institutional collaboration, the development of sports infrastructure for out-of-school youth, the provision of equipment, and efforts to improve societal perceptions of out-of-school youth were all ranked high both importance and performance, identifying them factors for continuous maintenance. On the other hand, parental education was identified as a factor requiring concentrated attention. Moreover, gradual improvements were recommended for the systematization of leisure sports curricula, family support services, the development of leisure sports programs for out-of-school youth, and the promotion and dissemination of e-sports; however, these areas were also identified as being at risk of over-investment. The findings of this research offer valuable insights for developing policies and strategic initiatives to promote leisure sports engagement among out-of-school youth in Incheon.
