Since the mid-2010s, the United States and China have been competing for hegemonic influence on the international stage. As a rising power, China seeks to create a counter-hegemony by increasing its authority (influence) as well as its material power. Then, how does China manifest its counter-hegemony? This paper aims to show the processes of consent through which counter-hegemony is created, adopting a neo-Gramscian view of hegemony. And it aims to analyze what China is doing in terms of counter-hegemony within existing international institutions and Chinese-led international institutions, and whether other countries are supporting it. We use content analysis to demonstrate the formation of counter-hegemony utilizing resolutions and declarations. As a result of the study, China actively utilies existing international institutions, such as the UN, to shape counter-discourse and garner support from other states, particularly in the realm of human rights. In addition, various counter-hegemonic discourses are being formed in Chinese-led international institutions.
