The major concern of this study is to analysis the actual cases of instructional consulting which is uploaded in Seoul online center for teaching and learning. The research questions are divided into three parts and included the features of population structures about consultee and type of consultant, the issue of consulting, the procedure of consulting, the feature of the instructional analyzing instrument, the reason of instructional problem, type of solution about instructional problem, the evaluation of consulting. The research questions of this study are as follows :

1. What is the feature of before instructional consulting?
2. What is the feature of instructional consulting in progress?
3. What is the feature of after instructional consulting?

As for theorical ground of this study, the concept, the procedure as well as structure and principle of consulting are reviewed. The major research method for this study is the document analyzing method. It does analyze the actual cases of consulting(2000~2013) in Seoul online center for teaching and learning. The instructional analyzing method, the Matrix for this study are developed based on the document review by professor and doctors. The sampling of analyzed document are elementary school: N=24, middle school: N=9, high school: N:8, total: N:41. They were analyzed through the procedure(transcription, encoding, structuration.)

The major findings are as follows:

First, as for the features of population structures about consultee, 5years under, carrier teachers are many in elemetary school, but 15years over carrer teachers are more than 5years under, carrier teachers in middle and high school. The type of consultant is most co-teacher and expert of consulting.
Second, regarding to the issue of consulting, instructional improving(N=37) is most of the cases(N=76). This is meant that school class have not influence on result. Because the case of student central is not found, issue selection of consulting is not student central but teacher central.
Third, the procedures of consulting were categorized as 2 types whether consultant have performed teaching observation.
Fourth, instructional analyzing is lean to using experience oriented instrument. this indicated that consultant should have more knowledge, understanding about instructional consulting.
Fifth, the most of the analysis result is to select of learning model and to write teaching guide. this indicated that the instructional problem should be extended towards various category. for example :environment, structure, motivation, culture and so on. according to the reason of instructional problem, solutions are also limited to teacher-centered intervention.
Sixth, the evaluation of consulting should be performed not perfunctorily, positively, but objectively, critically.

Suggestion based on the finding are as follows:

First, to perform fine consulting, there should raise participation rate and participate people of various background. By performing it, we should discuss the developmental way of consulting in depth.
Second, though this study is resticted to Seoul city and to online site, through revitalizing the instructional consulting, we should be able to access the result of consulting.
