본 논문은 현재 소음대책공항(김포, 김해, 제주, 울산, 여수, 인천)에서 시행되고 있는 시설물 설치위주의 소음대책사업(주택방음, 냉방시설 설치 등)이 공항주변 소음지역 주민들에게 쾌적하고 정온한 환경을 보장하는데 한계가
있어 보다 근원적으로 소음발생원 저감 측면에서 개선방안을 도출해 보고자 하였다.
김해공항의 경우 국제선을 비롯한 운송수요가 계속 증가추세에 있고, 신활주로 건설계획이 추진중에 있어 앞으로 항공기 이착륙으로 인한 주거밀집지역 소음피해가 가중될 전망이므로 보다 근본적이고 실효성있는 소음대책마련의 필요성이
대두되고 있다.
이에 본 연구는 김해공항주변 주민들의 항공기소음으로 인한 불만이 고조되고 소음피해가 심각한 사회문제로 인식되고 있는 가운데 소음발생원 측면에서 기 시행되고 있는 저소음운항절차의 문제점 분석과 개선방안(소음저감비행경로, 운항방식 개선 등) 도출을 통해 소음피해를 완화할 수 있는 실효성 있는 저감방안을 제시하고자 하였다.
소음발생원 측면에서 김해공항 주변지역 소음피해를 최소화하기 위한 목적으로 김해공항을 운항하는 항공기의 기종별, 노선별 운항항적 사례조사 및 분석을 통해 최적화된 소음저감 비행경로 제시 및 그 효과를 검토하였다.
연구방법으로 먼저 항공기 소음에 대한 일반적인 특성과 소음발생원 관리측면에서 항공선진국들의 사례수집과 국내외 관련법령 및 다각적인 문헌조사를 통해 현황을 파악하였다.
비행항로 선택에 따른 소음저감효과 검증을 위해 항공기소음지도 작성에 활용되고 있는 상용프로그램인 INM을 이용하여 소음영향도를 예측하였으며 정합성을 높이기 위해 소음측정망 데이터와 비교 검증하여 오차를 최소화 하고자 노력하였다. 김해공항 AIP(항공정보간행물)에 고시되어 있는 표준항로와 실제 운항항적 사이의 소음영향도 차이를 비교 분석하였다.
근원적 소음감소를 위해 김해공항 운항 항공기에 대한 기종별, 노선별 비행항로 및 운항방식을 파악하고, 소음피해를 야기하는 부분에 대한 개선방안을 강구하고자 하였으며, 관련부서 및 관제담당 공무원 인터뷰를 통해 소음저감 비행경로에 대한 현실적인 접근성 및 운용 한계 등을 파악하여 김해공항에 적용가능한 최적의 소음저감방안을 모색하였다.
김해공항의 주변여건을 살펴보면 공항에 바로 인접한 소음지역(강서구 대저 1,2동, 강동동, 식만동, 김해시 불암동 등)의 경우에는 공장지대와 농경지, 단독주택이 산재한 상태이며, 활주로 북단 인근 김해시 지역은 대규모 주거밀집지역(APT 단지 등)이 분포하고 있다.
당초 연구자는 여러갈래로 분산된 형태의 실제 운항항적 비행패턴이 가지런한 형태의 단일 표준항로(AIP 등재) 보다 소음피해지역 면적이 더 클 것으로 예상 하였으나, INM프로그램 시뮬레이션 예측결과 단일 표준항로에 의한 소음영향
(면적, 가옥수 등)이 더 크게 나타남을 알 수 있었다.
본 연구에서는 주거밀집지역을 중심으로 김해공항에 적용 가능한 소음저감방안을 모색하였는데, 특히 김해시 주거밀집지역의 소음피해를 완화하기 위해서 36방향 이륙시 서편활주로(36L/18R)를 우선활주로로 이용할 것과 성능기반항행(PBN)을 기반으로 RNAV 절차를 활용한 정교한 항행으로 주거밀집지역 상공을 우회하는 비행로로 운항한다면, 소음저감효과가 배가될 것으로 예상된다.
김해공항은 바람 특성상 운항방향이 주로 북쪽방향으로 향하고 있어 북풍 풍속이 5Knots 미만일 경우에는 가급적 남쪽방향으로 이륙(중간이륙형태)하는 것을 제시하였는데, 남쪽방향으로 이륙시 비교적 소음영향이 적은 남해
상으로 비행항로가 연결되어 활주로 북단 인근에 위치한 주거밀집지역 (김해시 내외동 등 아파트 단지)의 소음피해를 완화할 수 있다.
활주로 시단이설 운영은 현재 김해공항 서편활주로(36L/18R)에 시행 되고 있는 방법으로 남풍이 불어오는 봄, 여름철에 항공기 선회착륙시 서편활주로 측면 및 말단 부근에 위치한 소음민감지역(강서구 강동동, 죽동동, 김해시
불암동 등)에 저감효과가 있는 것으로 조사되었다.
그 밖에도 소음저감 실효성 증진방안으로 고시 소음등고선의 유효성 검증, 저소음운항 항공사에 대한 혜택 부여, 자동소음측정망 시스템 개선 및 전문 조직 운영, 공항시설 관리운영 최적화(활주로 노면 적정 마찰력 확보, 항공기 제방빙 등)를 통해서도 소음저감에 기여할 수 있을 것으로 판단된다.
비행경로 및 운항방식 개선을 중심으로 한 김해공항에 적용 가능한 소음저감방안에 대하여 다양한 방법을 모색해 보았는데, 실제 비행경로 (우회, 경계, 피해)에 대한 비행기록 확보의 어려움과 연구시간 부족 등으로 각각의 비행경로에 대한 소음영향예측 등 보다 심도 깊은 연구에는 다소 미흡했던 점이 아쉬움으로 남는다.
국내에서 비행경로 및 운항방식 개선과 관련한 실증사례를 바탕으로 한 항공기 소음저감방안 연구는 미미한 수준으로 본 연구논문이 항공기소음 저감대책 수립에 도움이 되고 관련분야 종사자(공항운영자, 관제사, 항공사등)들의 후속 연구 수행시 참고할 수 있기를 바란다.
