The Japanese Government-General of Korea established May 5, 1927 as "Child Protection Day" in the name of ''protecting'' children. The decision was made in accordance with the resolution of the ''National Children''s Protection Business Conference'' held in Tokyo, Japan in 1926. At that time, the Japanese Governor-General of Korea''s "Child Protection Day" program focused on social and educational policies, which aimed to nurture Korean children as "Becoming Imperial Subjects".
The Japanese Governor-General of Korea''s recognition of "Child Protection" began with international recognition after the First World War. Along with this, Japan wanted to adopt and implement some of the "Child Protection" methods discussed in the international community to suppress socialist ideas that were prevalent in its colonial home and colonization. In particular, the "Child Protection in the colony" system was designed to secure cheap labor needed for mobilization and industrialization in the war that might take place in the future in the Colonial Korea. In addition, the Japanese Governor-General of Korea''s could not delay its check of nationalistic movements after the "March 1st Movement" and "socialist movements" that skyrocketed after the First World War.
Although the Japanese Governor-General of Korea has shown favoritism by implementing a "Child Protection" policy, it was designed to foster human resources for Koreans to be used internally in the colonies. The Japanese Governor-General of Korea conducted various activities to achieve this purpose. Therefore, the "Children Protection Day" of the Japanese Governor-General of Korea has the following characteristics.
First, the Japanese Governor-General of Korea enacted May 5, 1927 as "Children Protection Day" and used it as a tool to suppress Children''s Day of Korea. Socialistic ideas have also spread to children as the youth groups in the socialist camp have expanded. Japanese Governor-General of Korea sought to suppress the notion advocated by the socialist bloc as a "Child Protection day" and to instill the idea of children suitable for the "Becoming Imperial Subjects."
Second, the Japanese Governor-General of Korea attempted to unify the country by expanding "Child Protection Day" from 1929 the all over the country. In 1928, the Federation of Korean Children''s Associations decided to form an alliance across the country to expand the children organization of the socialist bloc. To prevent this, the Japanese Governor-General of Korea conducted activities similar to Children''s Day hosted by a socialist youth group. In response, the Japanese Governor-General of Korea even proposed a unification of children with a "Child Protection day." However, it was intended to achieve the purpose by requiring only the "Child Protection day" of the Japanese Governor-General of Korea
Third, the Japanese Governor-General of Korea expanded "Child Protection Day" to "Babies and Infants Protection Week" from 1931. The activities were not changed to ‘Child dental health examination’, ‘Child health free consultation’, ‘Child parasite care examination’, ‘Pregnant and Parturient women health examination, but increased the number of activities groups and dates. After invading Manchuria in 1931, implemented the ‘Sports Meeting’, ‘Baby-Show’. Through this, the Japanese Governor-General of Korea wanted to secure children as a healthy human resource. And in 1935, the Japanese Governor-General of Korea integrated ''Babies and Infants Protection Week'' and ''Child Nutrient Week'' to perform ''Child Protection Week''. The Japanese Governor-General of Korea''s action was intended to unify events that had been conducted autonomously in each region and promote consistent activities. In particular, the Japanese Governor-General of Korea conducted a ''Child Protection Week'', showing that Koreans are encroaching on Children''s Day. And when Japan entered a wartime regime in 1937, it openly revealed its intention to nurture it as an "Becoming Imperial Subjects."
As such, "Child Protection Day" was used as a tool to carry out the colonial policy of the Japanese Governor-General of Korea while repressing Children''s Day. And the Japanese Governor-General of Korea intended to foster not only general children but exceptional children as human resources to be used in the colonies under the name of ''protecting them'' through ''Child Protection Day.'' In particular, the Japanese Governor-General of Korea mentioned the importance of pregnant women to foster human resources. This shows that the colonial rule of the Japanese Governor-General of Korea was applied to all ages.
