청소년들의 남북 교육 교류는 교류와 협력의 활성화 측면에서 뿐만 아니라 남북 상호 간의 이해와 신뢰를 바탕으로 사회ㆍ문화적 동질성을 확보한다는 측면에서 중대한 과제이다. 남북 교육 교류는 단기간에 걸쳐서 이루어질 수 있는 것이 아니다. 평화지향 통일교육을 토대로, 남북 청소년들이 교육적 차원에서 서로 소통하고 교류할 때 통일에 대한 올바른 이해와 지식을 바탕으로 통일 감수성과 실천 능력까지 고르게 발달시킬 수 있을 것이다.
본 연구는 남북 분단 이후 상호 불신과 대립으로 인해 발생한 다양한 갈등들을 극복하는데 평화지향 통일교육이 중요한 실마리를 제공하고, 청소년들의 남북 교육 교류가 통일과 사회문화적 통합을 이루는데 필수적인 기반 전략이라는 인식을 바탕으로 출발하였다. 따라서, 본 연구는 남북 청소년들의 교육 교류 활성화를 위해 준비 단계, 실행 단계, 이후 단계에서 평화지향 통일교육이 교육적 차원에서 적용될 수 있는 방안을 제시하고자 하였다.
남북 청소년 교육 교류를 위한 준비 단계는 청소년 교류를 위한 기반을 구축하고 조성하는 단계이다. 남북 교육 교류를 준비하는 과정에서 평화지향 통일교육은, 청소년들이 남북의 이질적인 환경과 특성을 극복하여 상호 이해와 협력의 평화의식을 길러주고, 열린 마음으로 만나 함께 소통하고 미래를 바라볼 수 있도록 조력하는 것을 목적으로 삼는다.
남북 교육 교류의 실행 단계에서는 남북한 청소년들 간의 실질적인 교육 교류 추진을 위해 평화지향 통일교육을 바탕으로 상호 신뢰를 증진시키고 공존과 공영의 생태계를 조성하여 남북한 사회문화 통합의 토대를 마련하는 것이 목적이다. 이를 위해 남북 교육 교류에 실제로 적용할 수 있는 다양한 프로그램을 문화, 예술, 스포츠, 학술 및 교육 영역의 차원에서 제시하였다. 남북 청소년 교육 교류의 이후 단계에서는 교류의 효과를 진단하기 위한 평가와 참가자들의 사후관리 방안을 제시하여 향후 남북 교육 교류 활성화를 위한 자료로 활용할 수 있도록 하였다.
사실 최근의 남북 관계는 상당 기간 동안 교착상태에 빠져있다. 이러한 시기에 청소년들의 남북 교육 교류를 논한다는 것 자체가 실현가능성이 적어보이는 이상적인 논의로 여겨질 수 있다. 하지만, 남북 청소년들이 서로 자주 만나서 소통하고 생각과 경험을 공유하며 신뢰를 쌓아가는 작은 교류의 노력들이 쌓일 때, 통일 사회의 주인공인 그들은 우열의 시선을 넘어 상호 평등과 동질감을 확인하고 하나의 공동체를 형성해 나갈 수 있을 것이다. 그리고, 청소년들의 남북 교육 교류를 준비하고 실행하는 데 가장 중요하고 핵심적인 분야는 지속적인 평화지향 통일교육이라 할 수 있다.

The inter-Korean education exchange among teenagers is a crucial task not only in terms of promoting exchanges and cooperation, but also in terms of securing social and cultural homogeneity based on mutual understanding and trust between the two Koreas. Inter-Korean educational exchanges cannot be achieved over a short period of time. On the basis of peace-oriented unification education, teenagers from the two Koreas will be able to evenly develop their sensitivity and ability to practice unification based on proper understanding and knowledge of unification by communicating and interacting with each other on an educational level.
This study was based on the perception that peace-oriented unification education provides an important clue to overcoming various conflicts caused by mutual distrust and confrontation after the division of the two Koreas, and that inter-Korean education exchanges among teenagers are essential for unification and social and cultural integration. Therefore, this study was intended to suggest ways for peace-oriented unification education to be applied at the educational level in preparation, implementation, and later stages to promote educational exchanges between South and North Korean youths.
The preparatory step for inter-Korean youth education exchanges is to establish and create a foundation for youth exchanges. In the process of preparing for inter-Korean educational exchanges, peace-oriented unification education aims to help young people overcome the heterogeneous environment and characteristics of the two Koreas to develop a sense of peace of mutual understanding and cooperation, meet with an open mind, communicate with each other and look to the future together.
In the implementation stage of inter-Korean education exchanges, the goal is to promote mutual trust and create an ecosystem of coexistence and co-prosperity based on peace-oriented unification education to promote practical educational exchanges between the youth of the two Koreas, thus establishing the foundation for the integration of inter-Korean social culture. To this end, various programs that can actually be applied to inter-Korean educational exchanges were presented at the level of cultural, artistic, sports, academic and educational areas. In the later stages of inter-Korean youth education exchanges, an evaluation to diagnose the effects of exchanges and follow-up management of participants were presented so that they could be used as materials for promoting inter-Korean educational exchanges in the future.
In fact, recent inter-Korean relations have been stalled for a considerable period of time. Discussing inter-Korean education exchanges among teenagers at these times can be considered an ideal discussion that seems less feasible. However, when the youth of South and North Korea frequently meet, communicate, share thoughts and experiences, and build trust, the main characters of a unified society will be able to go beyond the eyes of superiority, identify mutual equality and homogeneity and form a community. In addition, the most important and key area for preparing and implementing inter-Korean education exchanges for teenagers is continuous peace-oriented unification education.
